New Idea: Nations

Towns could be grouped as nations. Nations would need money to create more towns. Nations could be allies or enemies, meaning that players can't attack their allies, but can attack their enemies..
I've toyed with this idea before, but I've never been able to come up with any "really cool" features that have made me actually put in the work to implement it. It always just seemed like organization purely for the sake of organization.
So, I'm not opposed to this on principle, but d'you have any "cooler" things that could be done with this, other than making it an over-glorified teams plugin?
People who own nations would be able to edit towns, and change mayors of their towns. Some sort of Democracy for Towns, and Nations would be great. Nations would have a large piece of land, in which they could build towns in.. (Kinda like Towns and Territories) Also with perhaps some sort of border control, when entering Nations, or going between them.
As much border control as I could put in is already available through worldguard's flags, which MCTowns has shortcut commands for.
I'm still not really sold on this, especially if a Nation is just going to be an even-larger region over towns that can kick mayors.
At this point, I don't think it'd be the best course of action to devote resources to this feature. Sorry.
