Members of my town cant build only if they're promoted to assistant. Fix please

Could you tell me the versions of the following:

• Bukkit version
• Worldguard version
• MCTowns version

Also:

• Check the worldguard regions that were created. Did you remember to //expand vert?
• Make sure the person was correctly added to the plot with /plot add player . Verify that the player is a member of the worldguard region with the worldguard tool (leather, usually).
