Is there a permission or setting for max radius of the [collect] sign?

You can change the default and max radius of the collect expression (that includes the sign) in the configuration file plugins/MinecartRevolution/BasicExpression/config.yml. The defaults are 5 for the default radius and 20 for the max radius.
