Double check your config file, make sure the IP's that are set match up.
I myself have often had this problem when using a domain name that doesn't resolve properly.

if you need further help, you may contact me on skype: Frost-Energy, or teamspeak 3- IP: Frostmournemc.com

The list of probable causes is endless. Some fluctuation is normal but extreme cases above average +- 1000 TPC (time per cycle of 20 ticks) [should be 1000ms] can be caused by things holding up the main synchronous scheduler. It could be something as simple as a world edit operation, new chunks being generated or something annoying as a plugin method taking a long time to complete [very annoying]. Or perhaps your server just needs more horse power. I couldn't really tell you.

new world map so that could be the issue all the exploring making so many
chunks generate for the first time

To satisfy your console request, I managed to use a different method and simply commented out the old one, Nice thing is this console will still be viewable when the mc server is offline.

When installing be sure the Network Interfaces -> log file path is dead accurate, This will be were the data polls from.

you may also simply extract this download, and copy your config/config.php file over to the new folder in its respective location. then edit the "$_mls_logfile" variable to match, should be /servers.. etc from what I remember with your situation. (and of course rename/remove the install directory)

I realized the command issue pretty soon after, hoping I had re uploaded before you got the file, under the console folder, edit the consoleData.php file, delete the // before $api at the top of the file, that will fix your problem! Sorry about that.
