Help request

Problem

So I have permissions setup by default for a 54 slot backpack works for one player but not the other. The player its not working only has a 9 slot backpack (1 row) (Update Its multiple people with 9 slot backpacks)
What I have tried

I looked through the config and the wiki along with commands and permissions. What am I missing.
