Adding Folia Support to Minepacks.

Feature description

Folia is a fork of paper designed for large servers with big playercounts, it's maintained by the PaperMC team and it brings regionised multi-threading to the server which dramatically increases performance by splitting load on the main thread by dividing it into regions on separate threads. It's slowly being adopted by servers such as 2b2t and many plugins are starting to support Folia aswell, and many major plugins are already supporting Folia, or working on it, such as Geyser or EssentialsX, a list with (most) plugins that support Folia can be found here. I believe that adding support for Folia would be a good improvement for Minepacks.

How the feature is useful

Adding support for Folia would allow for server owners to use Minepacks on Folia servers. For example, my own server is planning on moving to Folia, but we're having difficulty finding a good replacement for Minepacks that supports Folia. Currently, there is basically zero replacements for a backpack plugin on Folia, and adding support for Folia would greatly help the ecosystem for Folia.
