Ok thats cool, I said I cannot delete the plugin.

I removed all files relating to the plugin yet it still remains active on the server, Yes i restarted after removing them.

Sounds like there was an update queued in the updates folder.
Shutdown your server, delete the jar in plugins and plugins/update and start your server again.

I deleted those files, it still shows up, would it download any library files?
