[05:01:05] [Server thread/INFO]: [Minepacks] PCGF-PluginLib not installed. Switching to standalone mode!
[05:01:05] [Server thread/INFO]: [PCGF_PluginLib] Loading server plugin PCGF_PluginLib v1.0.39.9-SNAPSHOT

The Library is loaded afterward, so I suspect that there is a Soft depend on the Library (PCGF_PluginLib) needed.

Never Mind, I just used the wrong jar. The Jar without a suffix, the right one for use with the Lib - so Minepacks-2.4.31.7.jar in my case.
That wasn't clear for me. Maybe the docs can be improved or the warning in console be updated. I think it should be clear on the Release Page too which Jar to use.

[05:01:16] [Server thread/INFO]: [Minepacks] You do have the PCGF_PluginLib installed. You may consider switching to the default version of the plugin to reduce memory load and unlock additional features.
