IRC flags not always recongnized and double posts

As discussed in irc, there is an issue with some chat being sent twice into irc.
Also sometimes the irc bot does not recognize my flags, but forcing the bot to rejoin the channel fixes it. yeah

Debugging info that came up when the irc bot didnt acknowledge I was a op in irc and didn't let me run commands.
