Multiverse Nether Portals Doesn't Load

BUKKIT VERSION: 1.1-R3
MV VERSIONS: 2.3 AB for both MV-Core and MV-NetherPortals.

Notice that the MV-Nether plugin attempts to load before the MV-Core itself... MV-Core and MV-Portals are working perfectly for me, however only MV-Nether is the only MV plugin acting up.
