Anyone can create a nether portal and it be activated, need a node setup so that we can prevent some groups from creating a portal. This would also solve your problem for creating portals in worlds you don't desire.

I would suggest world guard for the time being. I might be able to squeeze this in 2.5

There's still no event for portals getting created, making this awkward/tricky still. We're really close with 2.2, agree with @lithium3141's 2.3 assessment

I don't see any indication that this was done, has it? If not, bumpity bump bump bump. To prevent things like portaling into another person's base, we'd like to control who can ignite portals.

Has this been implemented yet? Last comment was 3 months ago and I didn't see anything about this in the documentation.

Permissions, no. We do have a variable that restricts creation entirely, but I don't remember what it is right now...
