Let the player random teleport in the world between X and Y positions, like this when creating a portal:
/mvp create portalname p:X2000 Y2000
That would make you able to teleport randomly from where the portal is and up to x 2000 and y 2000..

Is there any chance of implementing this?

We've gotten this request before, I'll make this the 'official' ticket for it.
