I have same issue. CB for 1.5.2 also multiverse.
If portal isn't filled, there is no problems.

UPD: Seems like non-op players can normally travel.
UPD: portals teleport back only if player is in creative mode

Seems like your op players avoid the teleport cooldown.
or just try to set a higher cooldown

@KingJulian13 i have onMove = true. So if player doesn't move, he shouldn't be teleported. Players without any permissions and creative mode has same issue.
