The Portals are loaded very slowly during the startup. It also takes very slow to execute MVP Commands. All the other plugins work fine (also MV-Core and NP)

Please Fix this !

You should also make sure you're running the latest spigot code as well as the latest Multiverse-Core and Multiverse Plugins.

I have the very same thing, but only 20 portals. I believe this is the cause of my 6 minute server startup.

^ same things happened to me... it is sometimes really slow

Can you provide with more details? Like the version of mv you are using. It is possibility due to you not using the latest, or your server version does not allow for it.
