Portal cooldown?

I set cooldown with 0s in portal/cfg but isn't works.
How can I completely disable cooldown?
The above fix has just been merged. Please try the latest CI build of Multiverse Portals (available from https://ci.onarandombox.com/job/Multiverse-Portals/), and let us know if that solves the problem.
