[Bukkit] Update Warp Signs to use BlockData

With 1.13., Spigot introduced BlockData as a replacement for MaterialData and deprecated the later. Currently, warp signs still rely exclusively on MaterialData and require an update.

VersionSupport should be used to remain compatible with older versions of Bukkit.
