Please please PLEASE check line 19 in your HookLuckPerms class because that is where it is raising a ClassNotFoundException from the onEnable() method in your main class

Edit, Error was caused by an outdated plugin version of LuckPerms, sorry for the trouble but please add a note to the Spigot.org page notifying users of the minimum version requirements
