Add the option to make specific ports only usable by people with the correct permissions node.

This feature has been implemented as of the latest dev build, and will be in v0.2. Note however that the dev builds are not compatible with the CraftBukkit 1.1 dev builds.

I had to remove this because the change to the YAML-backed version caused problems. I'll reimplement this soon.
