Air of atlantis/ Jack-o-Death Fields, works for awhile then stops.

This is the only error I can see.
Fresh server restart, Place a Jack-o_death block (renamed DIE DIE DIE), It kills 1 player then stops working.
Reports the field as active, and shows the visualization, but does no damage to players.
Placed an air of atlantis block, directly after and it also does not work.
I repeated this with the air of atlantis after a restart and it did the same thing, worked for awhile then stopped.
Here is my config http://pastebin.com/3vjxDxym
And here is my Wg report with plugins. http://pastebin.com/kVESP3qf
Looking through my log file I find this shortly after every plugin /reload.

Still happening, I fired up a second server on my box and removed all but permissionsex and bukkitcompat.
Still throwing the same exeption, http://pastebin.com/3wGvaeYr this is the entire server log from the event.
Download link on bukkit seems to be broken, .zip comes up as "cannot open as archive" and the jar download is very small and also "cannot open as archive".
