[bug] Allowed-worlds not working (yml reparsing)

Hi!
Just thought I'd leave you a ticket rather than letting my comment being buried in the forum.
allowed-worlds : [mobsterland] and allowed-worlds : ["mobsterland"] are both reparsing as
allowed-worlds:
- mobsterland
and of course it stops working. It worked fine in 9.0.2 I think - broke again with 9.1.
