Hi,
I have a city protection block in my city and i have an area where i want players to be able to use so i set up a "shop" block that is 5x5x7. supposedly the permissions from the smaller block should be prioritized but players still cant build inside that area. I tried /ps allow and /ps setowner and they still cant build in there.
is there some extra setup that i need to do to get this to work?

If anyone got town fields with plots inside to work, I'd be interrested to know.
