[Issue] Large field overriding smaller plot.

The city plot is not taking precedence over the city protection block. Even when the city plot has the plot tag and is only allowed inside the city protection block. The bigger field is overriding the smaller field's flags. On the wiki, it says its supposed to be the other way around.
