Changeowner not functioning

The '/ps changeowner' command does not work in 9.5.2.
If a user places a (can-change-owner: true) field, and uses '/ps changeowner gdea73' to give me the field, the output in chat is "Command not recognized."

Interestingly, if a user uses '/ps changeowner' with their own username, the command seems to work correctly.
