[Enhancement] no-allowing: true > preciousstones.admin.allowed

A while ago I came across another player/server owner here that was being tripped up by the same problem I have ran into several times (Issue #671, comment #2). The permission node "preciousstones.admin.allowed" is given to staff on most servers (I think it's an OP permission too but I could be wrong) as it is needed for administration purposes. The problem with this is that giving out that permission can break the intended functionality of certain field concepts.
Anyways, I lost all my original post (Damn you, backspace!) so I'm not going to type the details of each test I did and skip to the point. If you want to know I can add them later. My feature request is to make the "preciousstones.admin.allowed" respect the "no-allowing" flag (As in the permission does not add you to the field white-list when the field is not supposed to have one to began with having the "no-allowing" flag. A bug?), as it does not seem to currently.
Keep up the great work, Phaed. Thanks for your continued work on making Minecraft more awesome! :D
You seem to either be busy or not interested so I'll just close/delete this so more important things can take its spot on the list.
By the way, I hope you don't mind me trying to help with the stone/config issues. If you do, just say so. I'm not a programmer nor do I have a lot of money, so this is the only way I thought of to show my support. PS has been enhancing my server since around the dawn of Bukkit and for that I am thankful. :)
