Can anybody explain this to me, I am trying to have a large city with seperate smaller areas for ppl to build in but I cant change it to remove in the city and allow in the smaller area inside as it changed them all no matter what I do.

Try 6.4.1, it has a fix for this. Read changelog.

I have updated precious stones to 6.4.1 and Craftbukkit
when trying to stop my people from building in a small field inside a bigger field it says :
C:tsc was removed from 2 fields, I am looking at the diamondblock, standing on it, I am using /ps remove c:tsc and I cant do it for that single diamond block...
please can you help

Found the problem, it is still overlapping even if the -o switch is not used, will be fixed in next version.
