I'm looking for a way to allow mobs inside a city ps, this would allow me to put a new field around a spawner allowing the mobs to spawn in just the one area, and not the rest of the city, is that possible, ive tried to set a ps with the plot flag, but that does not work

so, how would I allow mob spawning with this setup
