it seems to be a protocollib bug
as far as i can tell
because the packet does exist in 1.12.2
tell this to the protocollib devs

Using viabackwards to have 1.12.2 players - plugin is modifying PacketPlayInSetCreativeSlot using latest protocollib API, its working for 1.16 players but 1.12.2 players aren't having the packet modified
