The newest version protocol lib on protocol lib on https://ci.dmulloy2.net/job/ProtocolLib/610/ disables world guard msgs upon joining. So if you restart the server, the msgs like greeting will appear once, but if you leave the sever, then rejoin it won't. It seems to only appear upon a server restart. I have tested this on multiple different versions on test servers and such. This is a new bug, and does not happen on older versions of the plugin on protocol lib on https://ci.dmulloy2.net/job/ProtocolLib/610/

Steps to reproduce the behavior:

1. Go to '...' download newest version of protocol lib on https://ci.dmulloy2.net/job/ProtocolLib/610/
2. Click on '....'
3. Scroll down to '....'
4. See error
   No error
   Expected behavior

   World guard msgs would work on newest version of protocol lib
