Describe the bug
Although I did not enter any commands while the server was starting, the Protocollib plugin gives an error as if I entered a reload command.

To Reproduce
Steps to reproduce the behavior:

1. I'm starting the server.
2. And I'm getting an error.
3. I'm looking at Latest.log.
4. See error

Expected behavior
I expect the server to not throw errors about protocollib.
