Describe the bug
ProtocolLibrary.getProtocolManager() is null

To Reproduce
Steps to reproduce the behavior:

  1. add depend: [ ProtocolLib ] to plugin.yml or paper-plugin.yml
  2. add ProtocolLib as a Maven dependency
  3. reference to ProtocolManager in onLoad()
    private ProtocolManager protocolManager;

    public void onLoad() {
        protocolManager = ProtocolLibrary.getProtocolManager();
    }

Expected behavior
I want to access to ProtocolLibrary.getProtocolManager();
