Describe the bug
The /packetlog command is broken on Spigot 1.8.8 due to the package for the HexDump class changing from org.apache.commons.io to org.bukkit.craftbukkit.libs.org.apache.commons.io. It registers a packet listener successfully, but upon receiving a packet of the designated type, the listener produces an error and removes itself.

To Reproduce
Steps to reproduce the behavior:

  1. Add ProtocolLib plugin to Spigot server
  2. Run "/packetlog play client steer_vehicle"
  3. Get in a boat
  4. Error

Expected behavior
Expected to produce a hex dump of the received packets.
