Problem with /reload command on Paper server

Describe the bug
A NullPointerException will occur when executing reload command on Paper server.
To Reproduce
Steps to reproduce the behavior:
- Setup a Paper server
- Install PublicBin 1.0.1
- Start the server
- Enter the command
reload confirm
Expected behavior
No exception occurs and the plugin should be able to reload successfully.
