in short: Is there a way to force pvp enabled within a predefined WorldGuard region?

Long story: This is intended as a PVP arena. This arena was earlier in another world which was excluded from being managed by PVPManager. The issue here is that also things like punishment on logout are not being applied. So combatlog became popular.
After a while the arena has been moved to a world which IS controlled by PvPManager.
My issue now is that also people with pvp disabled can enter the arena an annoy others.
