Increased money rewards for high-value player kills

Hi I'm not sure if this is possible but is something I would like to implement on my server.
I would like to set the default reward of killing a player to $1000 but for players on a kill streak, when they are killed I would like the killer to get however many kills the other guy had x1000.
For example if I was on a 5 kill streak and someone was to kill me, I would like them to receive $5000 instead of the usual $1000.
This would be really useful to encourage pvp on my survival server.
Also is it possible to enable keep inventory when players are fighting so they don't lose their stuff? This is another reason why it is hard to get people to pvp.
