Describe the bug
Users can use "/announce", but that command is not mentioned anywhere?

To Reproduce
Steps to reproduce the behavior:

1. Install PvPManager, start the server, run "/announce test"

Expected behavior
I expect this command not to be there.

Any

That announce is not from PvPManager.

It is, when disabling the plugin, the command is no longer there

It is not, there is no message saying "You have to use /announce message" here, and the command from here requires a permission https://github.com/ChanceSD/PvPManager/blob/master/pvpmanager/src/main/java/me/NoChance/PvPManager/Commands/Announce.java
Edit: Also since suddenly 2 people noticed this command (and appear to have an issue with it for some reason) and for any future readers, I added a description of the command to the spigot page. And the command won't be removed as there isn't any reason to do so.
The command has existed for years, I found it useful on my own server back then to be able to broadcast messages without a predefined prefix, it's also useful in the config to broadcast messages for any features using commands.
