Currently a guest first joining my server has four ways they can use rtp. I give them the ability to narrow the biome types. They have rtp, rtp flat, rtp forest, and rtp jungle. Unfortunately sometimes ppl get confused and assume they can specify any biome type so they type /rtp desert, /rtp icespike or such. Currently the permissions are checked first before a check is made to see if that option is in the config. Thus they see a message stating they don't have permission. It's easy to lose a first joined guest at this point as they assume I haven't configured my server correctly. If the no permission statement was in the messages section of the config or if the plugin responds that the option isn't available it would avoid confusion.
