You should add a max usage flag or permission for rtp'ing.

Main issue here would be that some kind of storage would be needed so that we know how many times a player has used a teleport. Not sure what the best solution for that would be without adding too much overhead (e.g. a database) to the plugin itself :S Maybe hooking into Vault's metadata storage might work but that's not really designed for such applications.
