Fishing Flag does not work?[BUG]

Today we tried to test some region with the fishing flag true and false.
We have a problem. not on the wiki or noone else we found a description of this fishing flag
what does it do? First we thought the flag allows/deny fishing in a region
but thats not what it does...or looks like it does not do that.
Its this flag broken or does it something else?
