I don't have access to any flag

I've just created my own residence, but I cannot setup any flag. I'm de owner and I receive next message when I try to setup any flag:

You don't have access to flag.

Maybe I'm doing something wrong but if I'm the owner I should be able to setup any flag, right?

I've got setup admin flag as default flags to creators in flag.yml
