I know this is Probably not an Actual Bug but i cant find anywhere or anyone else that has any info on this.
Thanks for taking the time to read this but i have an Ignore List in the config with a bunch of stuff like wood for the wood farm.

I have a melon farm (This is on 1.0.0) Which no one can till the dirt with, i added melon to the ignore list.
so they can break the lemons they can plant plant fine because i added Seeds to the ignore list.

But they cant till the dirt in the farm after they take the lemon. Any idea what i would need to put in the ignore list to make it work?

Try adding the the hoe itself to the ignore list to see if that works.... I think that the ignore list works off of whats currently held in your hand when you use a block, so I think that's what you need to add.

In the ignore list for the farm i have (Which doesnt seem to work)

       - 'STONE_HOE'
       - 'STONEHOE'
       - 'HOE'
       - 'HOES'
       - 'TILL'
       - 'TILLING'
       - 'TILL_DIRT'
       - 'HOE_DIRT'
       - 'HOEING_DIRT'
       - 'USE_DIRT'
       - 'USE_HOE'
       - 'DIRT'

All of these are in the ignore list and when i have my default player use a hoe of any kind including a stone hoe it still says he has no permission.

Any other tricks?

I also tried changing the list from a ignorelist to a whitelist which also didn't work,

Just thought i'd add that.

I'd suggest having a trusted user and add flags to that user until it works. That should tell you which flag is blocking it. I'm thinking it may be the "use" flag.
