cave_air and tall_grass not recognized as empty blocks

Describe the bug
The blocks cave_air and tall_grass are not recognized as empty blocks, making it difficult to land on top of ponds or in fields.
To Reproduce
Steps to reproduce the behavior:
- 1.14.4
- Bukkit
- 6.0.0.0
- Create a basic ship that hovers over either a cave_air or tall_grass block.
- With an altitude sign, move downwards.

Ok. Its what I though. Ill get it changed in the next update so those blocks are set to ignore by default, however it won't affect your game as your files have already been created.
To change how those blocks are interacted with. Change the "collide type" to "ignore" to make it so Ships will move into them.
