This is a quote from Gitany in the comments:
"Idea: Admins can setup "buyable" shopkeepers. That way admin can setup a trading market where people can buy shops. I know you could sell villager eggs, but that would enable the players to setup shops wherever they want. This idea makes it possible for admins to setup buyable shopkeepers so that players can invest their money on a shopkeeper shop where they can setup personal offers and make money. Maybe players too could be able of setting a price on their owned shopkeepers? That way a new business will begin where people buys and sells shops to make money. This process will make it so that shops will naturally be put on sale and other players can utilize that to grab ownership of a shopkeeper even when all slots already are bought. Admins can setup these shopkeepers from start, at chosen position and chosen area. That also makes certain positions more valuable than others. I think it would be great if this was implemented somehow. Thank you for reading."

+1 for that. This would be exactly what I currently need to settup some sort of marketplace near the spawn, where players would normally not have build and/or interact permissions..
