It says its fixed but its not.I am using shopkeepers: 1.39 version and 1.7.2 bukkit version (I cant use bigger versions because of this legal problem with bukkit, i dont know where to download bigger versions)When i restart the server this "shopkeepers" duplicate.

Closing this as duplicate of that other ticket, because you didn't clarify when the shops are duplicating (always, on each restart, or only on certain restarts (after crashes or promt server shutdowns).

That other ticket you are linking to wasn't marked as 'solved' by me. For me the issue is still existing whenever the server is shut down improperly (without proper world save or plugin shutdown occuring).
So when you say 'restart' please make sure that your server was shutdown properly before (with the stop command). In which case I probably can't reproduce this without further information, because for me everything works fine if the server is properly shutdown (I am running my tests on the latest spigot builds). I would ask you to test this again on a fresh server without other plugins potentially interfering.
Otherwise I would see this is a duplicate of the linked ticked. I edited the title of that other ticket and removed the 'solved' from it.
