Closing this: While the enderman support inside Shopkeepers directly might not work well (the enderman behavior is glitchy in some situations and therefore not recommended), there is for one the possibility to try it anyways, and secondly one can alternatively use citizen shopkeepers (which allow any mob type).

The enderman was unlocked in v1.50, however there are some issues with it (see the changelog). Nevertheless you can experiment around with it.
