Villager eggs will not spawn shops

Setting shop-creation-item-data to 0 corrected the issues, it was set to 120.
But now, the shop object cannot be changed from sign while in survival mode, i'll upload my config, if you could tell me what exactly i need to allow for players to make normal villager shops, it would be awesome :)

The disabled-living-shops setting was replaced with enabled-living-shops, which seems to be empty for you: enabled-living-shops: []
Maybe let the config regenerate freshly, then it should have all the needed entries.

Could you attach your config? Make sure that shop-creation-item-data is 0.
And also make sure that you are not in creative mode when trying to create a player shop.
