Please Help! I Can't create player shops with villager spawn egg

- I have checked all open and closed issues, but none seems to fit my issue/question.
Reproduction on a fresh and up-to-date Spigot server:

to reproduce my issue on a freshly setup and up-to-date Spigot server (currently <1.16.3>
) with the latest version of Shopkeepers (currently <2.11.0>
), with no other plugins and with no kinds of other server or client mods.
The issue: I just installed a fresh spigot server yesterday and installed the latest shopkeepers file. My server and game is all running on 1.16.3. I simply can't create player shops in survival. As an admin I can create admin shops, chest shops, and edit them to my liking but I can't create any limited item player shops with the villager egg in hand in survival. I tried changing the item that needs to be used to create the shop but I still see no indication that I can create a shop, It just spawns a vanilla villager when aimed at the ground. I've also tried logging in as a player on my test account (as a non admin) and it still won't allow me to create the player shop in survival. Other plugins appear to work just fine. I've tested this without any other plugins and still have the same issue. Is this because I'm running on 1.16.3?
Can someone please help me fix this issue?
