for some reason only OP'ed players can silk touch spawners

Whenever anyone tries to get a spawner with silk touch that isn't a mod it just breaks

My server is Paper 1.16.3 with these plugins

Your issue does not contain a valid output of the /version command and will now be closed and ignored.
Please create a new issue, follow the template and include a valid /version output.
