[1.18.1-Paper] Right-clicking Spawner in Creative drops large amount of Experience Bottles

What steps will reproduce the problem?
The steps to reproduce this problem are to go to a spawner in creative mode and right click it with empty hand (haven't tried with anything in hand).
Expected output
Expected output would be for nothing to happen.
What do you see instead?
What I see instead is a few seconds of thousands of Experience Bottles then timeout. In server logs it shows many thread overload errors from the items.
