Describe the bug

Set tab header and footer aren't working

Steps to Reproduce

every second in "World":
	loop all players:
		#set tab header to "123123" and tab footer to "123123" for loop-player

Skript Version: Skript version 2.5-beta3-nightly-6d2cf14
skRayFall Version: skRayFall version 1.9.22

An update for 1.16.3 will be submitted to bukkit tomorrow.

Still the issue using V1.9.23 on Paper 1.16.4, thank you for the fix :)
