Suggestion

Add charged creeper to entity data as you cannot spawn a charged creeper currently. You have to use the charge effect, which defeats the whole purpose of entity data. This is an older syntax so that's why it exists.
Surprised that charged creeper isn't it's own entity data though.

Why?
